About SARS procurement
Modernisation spending dominates. SARS has spent years rebuilding its data, analytics and case selection capability, and the resulting notices cover software licensing, systems integration, data platforms, cloud and infrastructure services, cyber security, and the professional capacity to implement all of it. This is a technology buyer first and an administrative one second.
Customs and excise enforcement produces the most specialised category on the list. Non-intrusive inspection scanners for containers and vehicles at ports of entry, weighbridges, surveillance and tracking equipment, detector dog capability, and the long-term maintenance behind all of it are procured by SARS and by almost no other buyer in the country.
The remainder is the estate and the front office: branch accommodation and fit-out, guarding, contact centre capacity, secure printing and bulk correspondence, records management and destruction, travel and fleet. Confidentiality obligations run through every one of them, because a supplier working anywhere near taxpayer records handles information SARS is statutorily bound to protect.

- What does SARS spend the most on externally?
- Information technology, by a wide margin, followed by customs enforcement equipment and the facilities and services supporting a national branch network. Traditional construction contracts are a small minority of what SARS brings to market in any year.
- Do bidders need security vetting for this work?
- For anything touching taxpayer information or enforcement systems, expect confidentiality undertakings, background checks on named personnel and in some cases formal clearance. Build the time that takes into your bid programme rather than discovering it after award.
- Is tax compliance status required to bid?

- What is non-intrusive inspection equipment?
- Scanning technology that lets customs officers inspect the contents of containers, trucks and baggage without unpacking them. SARS deploys it at seaports, land border posts and airports, and procures both the equipment and the maintenance and operator training around it.
- Are there opportunities for small suppliers?
- Yes, mainly in facilities, cleaning, security, minor office fit-out, courier and stationery categories across the branch network, and in specialist professional services. The large technology contracts are generally beyond the reach of a small firm bidding alone.
