About SANParks procurement

A large part of the SANParks list is conservation operations rather than construction: boundary and predator fencing, alien invasive plant clearing, game capture and translocation, veld and fire management, and the ranger and anti-poaching support that goes with them. These are labour-intensive contracts, often carrying explicit obligations to employ from communities adjacent to the park.

The tourism estate generates the building work. Rest camp accommodation, ablutions, restaurants, gate complexes, staff housing, water and sewage treatment plants and internal gravel roads all need refurbishment, and it usually has to happen while guests are on site. SANParks also runs long-term concession processes in which an operator builds and runs a lodge and pays a share of turnover back.

Bidding this work means costing logistics honestly. Sites can be hundreds of kilometres from the nearest supplier, crew accommodation may have to be arranged inside the park, work in big game areas requires an armed escort and restricted hours, and environmental and heritage authorisations constrain what may be disturbed. None of that appears in a unit rate carried over from an urban job.
