About Rand Water procurement

Capital work concentrates on a small number of very large assets: the abstraction and purification stations on the Vaal, the booster pumping stations that lift water onto the Witwatersrand, and the steel trunk mains and reservoirs that distribute it. Contracts on those assets tend to be mechanical, electrical or pipeline work executed inside narrow shutdown windows while supply to a metro continues.

A second large stream is chemicals. Purification consumes chlorine, lime, activated carbon, polymers and coagulants in bulk, and these are tendered as term supply contracts where competition turns on landed price, delivery reliability and specification compliance rather than on any construction competence. The suppliers bidding that stream have almost nothing in common with the pipeline contractors bidding the first.

Rand Water also acts as an implementing agent for other organs of state, which means work appearing under its name is not always for its own network. The description matters: a contract may be delivering municipal reticulation or a national programme under Rand Water project management, with a different site, client and community context to the bulk system.
