About project management procurement

Professional services are bought in a different way from works. A project management appointment is normally evaluated on functionality first, meaning a scored assessment of the team, the methodology and comparable experience, against a minimum threshold the submission has to clear before its price is opened at all. A keen fee behind a weak technical submission is never read.

The two envelope system follows from that. The technical and financial proposals are submitted separately, the technical envelope is scored, and only bidders above the threshold have the financial envelope opened. Where a project management tender uses it, a rate that leaks into the technical envelope can invalidate the whole submission, and that is an easy mistake to make with a standard company profile.

Registration on this side of the market attaches to people rather than to the company. Construction project managers and construction health and safety agents register with the SACPCMP, engineering roles register with ECSA, and the tender asks for a registration number and a curriculum vitae for each named individual. Replacing a named person after award normally needs written approval from the buyer.

How is a project management tender scored?
On functionality first. The buyer publishes the criteria and their weights in the tender document, scores the technical submission against them, and only bids that reach the stated minimum go on to price and preference points. Experience, methodology and the team named in the project management submission make up most of the score.
What is the two envelope system?
Two sealed submissions, one technical and one financial. The technical envelope is opened and scored first, and the financial envelope is opened only for bidders who cleared the functionality threshold. Any price visible in the technical envelope can end the bid at that point.
Do I need SACPCMP registration to bid?
For construction work, expect it. The tender names the registration it requires for each key role, SACPCMP for construction project managers and health and safety agents, ECSA for engineering roles, and asks for the number and a curriculum vitae for every named individual.
How are professional fees priced on a public tender?
Either as a percentage of the construction value, as a time based rate per grade of staff, or as a lump sum against a stated scope. The invitation says which, and a project management submission priced on a different basis is treated as non-responsive.
What happens if a named team member leaves?
The bid was evaluated on the individuals named in it, so replacing one after award normally needs written approval from the buyer and a replacement of equal or better standing. Naming people you cannot commit is a risk that carries into the contract itself.
