About mechanical and welding procurement

This is the smallest of the trade hubs by open volume and the most varied inside itself. Pump station refurbishment, conveyor and materials handling repairs, structural steel fabrication, tank and pipework replacement, and the standing mechanical maintenance contracts that water boards and state entities renew on multi year cycles all sit under it, spread across manufacturing, repair and specialised construction headings.

Welder qualification is documentary, and the documents are wanted at bid stage. A fabrication or pressure work tender asks for welding procedure specifications covering the joints in the scope, and for qualification records for each welder against a recognised standard such as ISO 9606, current for the process and the material involved. Assembling that after the closing date is not an option the evaluation allows.

Pressure equipment brings a third party into the contract. Work on pressure vessels and their piping falls under the Pressure Equipment Regulations and SANS 347, which route the conformity assessment through an approved inspection authority rather than through the buyer. That inspection has a cost and a lead time, and both belong in the price and the programme you tender rather than in a claim afterwards.

What welding documentation does a public tender ask for?
Welding procedure specifications for the joints in the scope, qualification records for each welder against a recognised standard, and frequently qualification of the procedures themselves. Buyers ask to see current records with the bid rather than a promise to obtain them once appointed.
Which CIDB class covers mechanical engineering work?
Class ME. Where mechanical work is a construction works contract the tender names the class and a minimum grade, and the bid is checked against the register. Pure supply, repair and maintenance contracts frequently name no CIDB requirement at all.
Who signs off pressure equipment work?
An approved inspection authority, which is neither the buyer nor the contractor. The Pressure Equipment Regulations and SANS 347 set the conformity assessment route, and that inspection carries a cost and a lead time that belong in your priced programme.
Is this work usually advertised on its own?
Often as repair, refurbishment or a term maintenance contract, and sometimes as a mechanical package inside a larger plant or building project. Where it is a package, the contract you sign is with the main contractor rather than with the organ of state.
Are welding tenders advertised as construction or as manufacturing?
Both, which is the trap. Fabrication and steelwork appear under manufacturing families, plant repair under repair and installation of machinery, and site erection under specialised construction. Watching a single heading is how a mechanical business misses most of what it could bid.
