About ICT, data and fibre procurement

State ICT procurement carries a layer above the buyer that no other trade has. The State Information Technology Agency Act makes SITA the procurement channel for prescribed information technology goods and services in national and provincial government, so one requirement can reach the market advertised by SITA, advertised by the department itself, or bought off a National Treasury transversal contract that is already in place.

Fibre and network installation is civil work with a licence attached to it. Trenching needs a wayleave from the road authority before a spade goes into the ground, and the programme you tender has to allow for that application. Providing an electronic communications service or operating the network in your own right is separately licensed by ICASA, and neither is a thing to discover after award.

Equipment supply is decided on the specification sheet. Buyers name a minimum specification, and commonly ask for an authorisation letter from the manufacturer confirming that the bidder may supply and support the product, together with warranty and support terms for a stated number of years. An offer that is technically better but unauthorised is still ruled non-responsive.

Does every government ICT tender go through SITA?
No. SITA is the prescribed channel for defined information technology procurement in national and provincial departments, but municipalities, state owned entities and many smaller requirements are advertised by the buyer directly, and some are filled off an existing transversal contract.
Do I need an ICASA licence to bid on fibre work?
Only if you are providing the service or operating the network. Installing cable, ducting and terminations as a contractor does not require one, whereas offering connectivity, bandwidth or managed network services as the provider does require the matching licence.
What is a wayleave and who issues it?
It is written permission to excavate in or across a road reserve or a municipal servitude, issued by the authority that owns it. Lead times run into weeks, so the construction programme you submit has to allow for the application and the conditions attached to it.
Why do these tenders ask for a manufacturer authorisation letter?
To confirm that the bidder may legitimately supply, warrant and support the named product. Without it the buyer has no assurance of warranty or firmware support, and an unauthorised ICT offer is usually ruled non-responsive whatever the price on it says.
