About HVAC and refrigeration procurement

Most public HVAC spend is maintenance rather than installation. Hospitals, government offices, laboratories and cold stores run term contracts covering planned servicing, filter and belt replacement, gas top ups and call outs over one to three years, and those contracts are advertised under building services and plant maintenance headings where a search on the trade name never reaches them.

Refrigerant handling is regulated work. The Pressure Equipment Regulations require a person working on a refrigeration system to be registered, and registration for refrigeration practitioners runs through the SAQCC. A tender for cold room, chiller or air conditioning work will normally ask for that registration and for the number of the practitioner who will do the work, not only for a company profile.

The phase out of HCFC refrigerants under the Montreal Protocol is why refrigerant choice belongs in the bid and not in the handover. Specifications name the refrigerant, ask for recovery and safe disposal of what comes out of an old plant, and treat the retrofit of an existing R22 machine as a scope item with a cost of its own rather than a detail to settle later.

Less often than contractors expect. Installation work tends to arrive inside a building contract held by a main contractor, while an HVAC and refrigeration business bids directly for the term maintenance contracts that keep existing plant running year after year.
Are refrigerant top ups included in a maintenance contract?
