About electrical procurement

Public electrical spend splits into three markets that behave nothing alike. Reticulation, substations and street lighting are municipal and utility infrastructure, priced much like civil work. Installations inside buildings arrive attached to a building contract or as a standalone refurbishment. Supply contracts for cable, transformers, meters and switchgear are bought as goods and judged mostly on specification and price.

The registration that decides eligibility here is not the CIDB one. An electrical contractor operating in South Africa must be registered with the Department of Employment and Labour under the Electrical Installation Regulations, and only a registered person may issue a Certificate of Compliance for an installation. On a public contract that certificate is normally what closes out the work and releases the final payment.

Specification is where electrical bids are won and lost, because utility and municipal work is written against national standards and named equipment schedules rather than against a description of the outcome. Offering an alternative to a specified item is invited on some tenders and is a disqualification on others, and the invitation is the only place that says which. Read the schedule before you price a substitute.

Questions about electrical tenders

Do I need to be a registered electrical contractor to bid?
For installation work, yes. Registration with the Department of Employment and Labour is a legal requirement to operate as an electrical contractor, and the tender will ask for that registration number along with the name of the registered person who will sign the installation off.
Which CIDB class applies to electrical tenders?
EB covers electrical engineering works in buildings and EP covers electrical infrastructure such as reticulation and substations. Which one a tender names depends on where the work sits, and a contractor registered in one class is not automatically eligible for the other.
Who issues the Certificate of Compliance on a public contract?
A registered person, meaning an installation electrician, a master installation electrician or an electrical tester for single phase, depending on the installation. A contractor cannot issue it without one, and buyers commonly hold retention until the certificate is handed over.
Are electrical supply tenders evaluated differently from installation work?
Usually. A supply contract for cable, meters or switchgear is a goods purchase judged against the specification and the price, often with a sample or a type test certificate required, while installation work is judged on capability, registration and the priced schedule.
Do utility and municipal tenders use the same specifications?
Not necessarily. The national utility writes against its own standards while municipal distributors commonly reference the NRS series and their own supply bylaws, so a schedule accepted by one buyer is not automatically compliant for the next one you bid.
