About the Department of Water and Sanitation procurement
National water resource infrastructure is the core of the list: dam construction and dam safety rehabilitation, spillway and outlet works, inter-basin transfer schemes, canals and raw water conveyance. This is heavy civil engineering with long programmes, specialist geotechnical and structural input, and design review obligations a general building contractor will not have met before.
A quieter but constant stream is monitoring and resource management. The Department of Water and Sanitation runs a national network of hydrological gauging stations, groundwater monitoring boreholes and water quality laboratories. Keeping it running generates drilling, instrumentation, telemetry, survey and analytical services contracts at values well within reach of a specialist small firm.
The department also funds municipal water and sanitation projects through infrastructure grants, and acts as implementing agent on some of them. Work appearing under this buyer name may therefore be a treatment works, bulk pipeline or sanitation scheme physically located inside a municipality, with the municipality as eventual owner and the national department as the procuring authority.

- The Department of Water and Sanitation is the national custodian and regulator of raw water resources, owning dams and transfer schemes. A water board abstracts, treats and sells bulk potable water to municipalities. Their tender lists overlap far less than the similar names suggest.
- Does the department build with its own workforce?
- In part. Historically the Department of Water and Sanitation has maintained an internal construction capability with its own plant for certain resource infrastructure and maintenance work, which is one reason the published contract volume is lower than the size of the mandate would suggest.
- What specialist skills come up in these tenders?
- Dam engineering and dam safety inspection, geotechnical investigation, hydrology and geohydrology, borehole drilling and testing, canal and pipeline construction, and mechanical work on gates and valves. Accredited laboratory capability matters wherever the Department of Water and Sanitation is buying water quality analysis.
- Are municipal projects tendered under this name?
- Sometimes. Where the Department of Water and Sanitation funds or implements a regional bulk or sanitation scheme, the notice appears under the national buyer name even though a municipality will operate the completed asset afterwards.

- Resource infrastructure contracts often run several years, which changes the commercial exposure considerably. Escalation, currency movement on imported mechanical items and long-dated performance security all matter more than they would on a twelve-month job.
